Resource-Financed Infrastructure: Thoughts on Four Chinese-Financed Projects in Uganda

Increasingly common methods for financing public infrastructure in developing economies are Resources-for-Infrastructure (R4I) and Resource-Financed Infrastructure (RFI), usually involving Chinese financial institutions construction companies. Although there advantages to the borrowing country from these project arrangements, also various issues governance challenges. In Uganda, expectations around future revenue oil extraction have led many projects being commissioned, mostly funded by RFI arrangements. To consider appropriateness of arrangements reflect on whether they likely contribute positive development outcomes or be examples resource curse, we examined four projects: Kampala–Entebbe Expressway; Karuma Hydroelectric Dam; Isimba Malaba Kampala section East Africa Standard Gauge Railway. R4I/RFI viewed positively some commentators, others (especially local companies) lack transparency, create unsustainable debt, promote China’s interests over country, increase unemployment, unfairly compete with business, deal corruption, poor working conditions, result substandard construction. Nevertheless, conclude that Uganda other countries generally benefited Chinese-funded infrastructure, is more myth trap than debt trap. However, ensure outcomes, governments companies should compliance international standards, especially relating to: environmental social impact assessment; human rights; benefit-sharing arrangements; livelihood restoration; project-induced displacement resettlement.
